web: make Ctrl+Enter to send visible where people look

Maintainer's wish (2026-10-27): users should see that Ctrl+Enter sends. Today the hint only sits in the field label ('Message (Ctrl+Enter sends)', M.dom.SEND_KEYS, dom.js:181), which he did not notice.
Scope: show the shortcut next to or on the send button of every composer that uses sendOnCtrlEnter (chat, group chat, global chat, inbox free text, project message, card create, briefing, join briefing, preferences) — e.g. a muted 'Ctrl+Enter' beside the button and in its title; keep the label. Name the key as the keyboard does: 'Strg+Enter' when the page language or navigator.language is German, '⌘+Enter' on Apple devices, 'Ctrl+Enter' otherwise (one helper in dom.js). Hide it on touch-only devices where there is no keyboard shortcut. Smoke for the label per language/platform. Designer pass. Small.
Maintainer, 2026-10-27: on the button itself (e.g. 'Send · Strg+Enter') or as a mouse-over hint on it — both fine; designer picks. Goal: people who don't know the shortcut learn it.
