Dashboard lib: a words hook for the views' UI text

Goal: a host can supply the views' UI words in its own language.

Host option words: (key, params) => string | undefined on views.*.create; the lib's English is the fallback for undefined.
Every UI string in ktw-*.js (headings, buttons, notes, aria labels, titles) goes through it with a stable dotted key; params for counts and names, no string concatenation around them.
ktw-words.json ships beside the manifest: every key with its English text, so a host can check its catalog covers it. A test fails if a key in code is missing from the file or vice versa.
Entry text and other data stay untouched.
The KTW dashboard itself passes no words and stays English; its rendered output is unchanged (style comparators and tests must show zero difference).
